As threats in cyberspace increase in scale and sophistication, establishing norms for responsible state behavior in this domain has become more critical to the wellbeing of nations, companies and individuals. This talk will review the progress that has been made at the international level to reach agreement on some of these "rules of the road," discuss the most recent setback with the breakdown of the 2017 UN Group of Governmental Experts on ICTs and offer some thoughts on the role of not just the governments in negotiating these norms but the role of the private sector as well.
